Miami-Dade County is the only county in Florida designated as a High-Velocity Hurricane Zone (HVHZ) in its entirety. This designation, born from the devastation of Hurricane Andrew in 1992, imposes the most stringent roofing requirements anywhere in the United States.
Every roofing product installed in Miami-Dade must carry a valid Notice of Acceptance (NOA) — a county-issued product approval that verifies independent testing for impact resistance, wind uplift (rated to 180 mph), and water penetration. Standard Florida Building Code products that work in Broward or Palm Beach are not sufficient for Miami-Dade County.
Installation requirements are equally demanding: enhanced fastener patterns (6-nail vs. 4-nail for shingles), peel-and-stick underlayment on the entire roof deck, reinforced hip and ridge attachments, and detailed inspection at every stage. Most roofing contractors in South Florida lack the certifications, product knowledge, or crew training to work in the HVHZ.
